Last 23th of July of this year, his third State of the Nation Address or commonly known as SONA of our ever-dynamic President of the Philippines Benigno Simeon “Noynoy” Cojuangco Aquino III heaped admirations on his administration’s labors to mitigate enormous problems with the assistance or help of technology to elevate Filipino day-to-day living.

What is ICT? According to Wikipedia, Information and Communications Technology or Information and Communication Technology, usually abbreviated as ICT, is often used as an extended synonym for information technology or IT, but is usually a more general term that stresses the role of unified communications and the integration of telecommunications (telephone lines and wireless signals), computers as well as necessary enterprise software, middleware, storage, and audio-visual systems, which enable users to create, access, store, transmit, and manipulate information. In other words, ICT consists of IT as well as telecommunication, broadcast media, all types of audio and video processing and transmission and network based control and monitoring functions.

On the lighter note, the President, however, mentioned in passing how the Business Process Outsourcing (BPO). This industry had made inroads in enticing revenue and providing jobs for Filipinos, citing industry targets of $25 billion and 1.3 million jobs by the time he steps down from office in 2016. As far as business process outsourcing industry is concerned in Davao city, it has a high demand for additional talents to expand its workforce, needing around 3,000 to 4,000 call center agents in the next two months.

Bert Barriga, Vice-President for the Information and Communications Technology (ICT) Davao, speaking at the weekly Kapehan sa Dabaw at SM City, said there’s a big possibility that they can surpass their target of generating 30,000 workers by 2015. Three multinational companies are putting up business in Davao within this year, two of which will be setting up their facilities at the SM City Davao and the other one is at the Abreeza Ayala Malls. These companies will initially employ around 2,000 talents. For the BPO industry in Davao, there is a clamor as to how they will present the city as the world’s biggest IT Park in the world. The city has the potential to become the biggest BPO hub in the country, considering that Davao is the best city in Mindanao and has a huge number of talents. The city earlier topped the list of next wave cities for IT-BPO locators for two consecutive years since 2010 which, according to Barriga, is an advantage for more companies to locate here. More companies is directly proportional to more jobs for the city.

Other than that, President Benigno Simeon “Noynoy” Cojuangco Aquino III purely cited Project NOAH, also known as the Nationwide Operational Assessment of Hazards (NOAH), a system developed to help extenuate the effects of natural disasters in at-risk areas. President Aquino cited the case of Typhoon Ondoy in 2009, when the government’s poor planning and coordination efforts led to massive floodings in the nation’s capital, particularly in Marikina City. “Sa ilalim ng bagong-lunsad na Project NOAH, isinakay natin sa iisang bangka ang mga inisyatiba kontra-sakuna, at hindi na rin po idinadaan sa tsamba ang paglilikas sa mga pamilya.” Aquino said. Project NOAH is an initiative led by the Department of Science and Technology (DOST) in cooperation with other relevant government agencies, which provides up-to-date information on a number of weather-related metrics. By this project, Filipino citizen can now access catastrophic events that will happen in the country like storms, floods and the likes. These metrics include probability of rain, rainfall contour, temperature, and humidity, among others. It also features 5 to 100 year flood maps, as well as the specific locations of the government’s Doppler radars. Data presented through the website are gathered through 86 automated rain gauges and 28 water-level monitoring sensors scattered through various flood-prone areas and river basins all across the country. Data from these gauges and sensors are transmitted through a central location wirelessly, with the help of the country’s top three telecom networks. The DOST, however, has hinted of using idle TV white space spectrums for the transmission of data in the future. “Bago matapos ang 2013, ang target natin: animnaraang (600) automated rain gauges at apatnaraan at dalawampu’t dalawang (422) water level sensors. Ipapakabit po natin ang mga ito sa labingwalong pangunahing river basins sa buong bansa.” Aquino promised.

And lastly, as the Philippine government continues its efforts to provide better opportunities to Filipinos to address poverty, the Technical Education and Skills Development Authority (TESDA) launched its TESDA Specialista Technopreneurship Program (TSTP). According to President Aquino, “Kongkretong tagumpay din po ang hatid ng TESDA Specialista Technopreneurship Program. Biruin po ninyo: Bawat isa sa 5,240 na sertipikadong Specialistas, kumikita na ngayon ng 562 pesos kada araw o 11,240 pesos kada buwan. Mas malaki po ito sa minimum wage.” This program is designed for a team enterprise development model for communities with the mission to empower TESDA-certified graduates to get into productive undertakings through the provision of services required by their immediate environment. The information and business center as part of its social responsibility programs is in support to the government’s rehabilitation efforts to generate decent jobs, develop team work, demonstrate excellence in service delivery, organize a nurturing community and develop values and behaviors. Because of this very innovative program, many graduates of TESDA will build company and thus creating many jobs opportunity for the countrymen by acquiring technopreneurial mindset. In this connection, this program will address increasing poverty rate of the country.
